sms_consent (admin-only to set, with source and at), 08:00 to 21:00 in the recipient's time zone, a known time zone, a country allow-list (sms_countries, default ["US"]), STOP keywords that suppress and exit, and at most one text per sequence. 10DLC registration is between you and Allo.
